CUEPACS Minta Beri Perhatian Kepada Petugas Lama Pelaksana Gred-17 SBPA
KUALA TERENGGANU, 19 Feb (Bernama) -- Kongres Kesatuan Pekerja-Pekerja Dalam Perkhidmatan Awam (CUEPACS) berharap kerajaan dapat memberi perhatian kepada kumpulan pekerja lama dalam kumpulan pelaksana Gred-17 skim Saraan Baru Perkhidmatan Awam (SBPA).
Timbalan Presiden CUEPACS Azih Muda berkata pihaknya menyarankan kumpulan itu dinaikkan ke satu gred yang lebih tinggi sebagai pengiktirafan kepada petugas-petugas berkenaan.
"Sekarang ini kalau kita lihat, kerajaan hanya beri satu kenaikan saja kepada mereka yang berkhidmat (dengan kerajaan) hingga 30 tahun atau 35 tahun, iaitu sama dengan orang baru yang dinaikkan pangkat ataupun baru saja berkhidmat empat atau lima tahun.
"Dalam SPBA sekarang, mereka yang ada sijil diberi kenaikan kepada Gred T8.
Tetapi yang sudah lama berkhidmat pula tidak berpeluang kerana mereka tidak dapat pengiktirafan...sedangkan mereka juga mempunyai sijil yang sama," katanya kepada pemberita di sini.
Sehubungan itu Azih berkata CUEPACS juga mahu lapisan gred kumpulan pelaksana untuk kenaikan pangkat ditambah kerana ketika ini jumlahnya adalah terlalu sedikit dan berharap perkara ini dikaji semula sewajarnya.

PUTRAJAYA, 20 Feb (Bernama) -- Kongres Kesatuan Pekerja-pekerja Dalam Perkhidmatan Awam (Cuepacs) mahu tarikh kuat kuasa Skim Baru Perkhidmatan Awam (SBPA) dikekalkan pada 1 Jan lepas, dan tunggakan gaji dibayar kepada semua penjawat awam dari tarikh itu.
Presidennya Datuk Omar Osman berkata permintaan itu adalah wajar memandangkan kerajaan sebelum ini menetapkan tarikh kuat kuasa SBPA bermula 1 Jan tetapi pelaksanaan sahaja ditangguhkan berikutan semakan semula beberapa perkara dalam skim baru itu. "Jadi permintaan Cuepacs ialah supaya tarikh kuat kuasa SBPA pada 1 Jan itu dikekalkan. Itu yang kita mahu. "Ia juga adalah satu perbincangan sewaktu saya bertemu dengan Perdana Menteri (Datuk Seri Najib Tun Razak) tempoh hari.
Jadi kekalkan tarikh kuat kuasa itu, tangguh pelaksanaan, semak semula dan sehingga dapat penyelesaian dalam tempoh tiga bulan," katanya kepada pemberita di sini hari ini. Beliau yakin lima tuntutan Cuepacs dapat diterima selepas pembentangan kertas cadangannya kepada pasukan petugas khas semakan semula SBPA pada mesyuarat ketiganya yang dijadualkan Rabu ini. Lima tuntutan Cuepacs itu ialah mengkaji semula prinsip pemindahan gaji penjawat Gred 54 ke bawah; mengekalkan status kekananan penjawat dalam Skim Saraan Malaysia (SSM); mengkaji semula tangga gaji maksimum; menyenaraikan penjawat yang layak memperoleh kenaikan gaji tujuh hingga 13 peratus dan menyemak semula penstrukturan kenaikan gaji bagi semua gred.
Omar berkata satu perhimpunan besar membabitkan penjawat awam dari semua gred akan diadakan pada akhir bulan depan bagi memberi penerangan secara terperinci mengenai intipati SBPA. Terdahulu beliau bersama anggota Kelab Umno Pesara (Kumpulan Pelaksana) kerajaan Malaysia (KUPEKMAS) mengunjungi bekas Perdana Menteri Tun Dr Mahathir Mohamad di bangunan Yayasan Kepimpinan Perdana di sini. --BERNAMA

PUTRAJAYA, 22 Feb (Bernama) -- Kesatuan Pekerja-Pekerja Dalam Perkhidmatan Awam (Cuepacs) menuntut kerajaan memberi kenaikan gaji antara RM700 hingga RM2,500 untuk Gred 1 hingga Gred 54. Presidennya Datuk Omar Osman berkata kenaikan itu perlu dilaksanakan terlebih dahulu menerusi skim sedia ada iaitu Skim Saraan Malaysia (SSM) sebelum sebarang pembaharuan dibuat menerusi Skim Saraan Baru Perkhidmatan Awam (SBPA).
Beliau berkata tuntutan yang dikemukakan ialah untuk Gred 1 hingga 16 kenaikan sebanyak RM700, Gred 17 hingga Gred 26 (RM1,000), Gred 27 hingga Gred 40 (RM1,500), Gred 41 hingga Gred 48 (RM1,800) dan Gred 52 hingga Gred 54 (RM2,500). "Misalnya bagi mereka yang berada di Gred 17, gaji semasa dalam SSM ialah RM820 perlu dinaikkan sebanyak RM1,000 kepada RM1,800," katanya kepada pemberita selepas membentangkan kertas cadangan Cuepacs pada mesyuarat pasukan petugas semakan semula SBPA di sini Rabu. PUTRAJAYA, Feb 21 (Bernama)-- The Congress of Unions of Employees in the Public and Civil Services (CUEPACS) wants the date of implementation of the Public Service New Renumeration Scheme (SBPA) to remain on Jan 1 and for civil servants to be paid the salary arrears based from that date.
Its president, Datuk Omar Osman, said the demand is appropriate since before this, the government had decided that SBPA should start from Jan 1 but the implementation was postponed following review on a few issues in the scheme. "This is what we want from the discussion with the Prime Minister before this. So, maintain the implementation of the date, postpone the implementation, review again until a solution is found in three months," he told reporters, here Monday.
Omar was confident that the five demands could be accepted after the proposal paper was tabled to the special task force during their third meeting scheduled for Feb 22. The five demands are reviewing the principle of salary transfer of government servants on Grade 54 and below, retaining staff seniority in the Malaysian Renumeration Scheme (SSM), reviewing the maximum salary scale, listing government servants who are eligible for a pay increase of up to 13 per cent, and reviewing the structuring of salary increases for all grades. -- BERNAMA

CUEPACS deputy president Azih Muda said they proposed for those affected to be promoted a grade higher as recognition for the group. He said the matter should be studied to consider the duration of their service and recognise any skills and technical certificates for promotion to Grade 21.
"What we see now is only one promotion for those who have served the government up to 30 or 35 years, which is the same as a promotion for a new civil servant or those who have served four or five years. "Under the SBPA now, civil servants with a certificate are given a promotion to Grade T8.
However, the seniors don't have this chance as they haven't been recognised...but they have the same certificate," he told reporters at a briefing session with the Terengganu Fisheries Department Employees Union, here Sunday. -- BERNAMA
